Legislative Year in Review 2008

The 2008 Legislative Session provided quite a rollercoaster ride for our lobbyist and members of our Legislative Action Committee.  The session began with many community association related bills pouring into the hopper.  By the end, absolutely none of the bills we were tracking and/or supporting made it through.  We came very close to seeing passage of the bill regarding nuisance pets and animal control officers’ authority.  But at the very last minutes, it was pulled and did not make it to a final vote.

We are hopeful that the legislative task force on community association issues will yield some solid proposals for new programs and regulations.  We are pleased that Scott J. Sandler, Esq., CAI-CT  President will be serving on that task force.

The LAC Committee met in June to review our efforts of the past session.  We were pleased about our success in attracting the attention of more elected officials.  We have continued to strengthen our relationship with some of the committee chairs.  There is obviously much more work to be done.  As we plan for the 2009 Session, it is vital that we go into that arena fully armored. 

We need all of our association members to help us strengthen our voice at the State Capitol.  It is an unfortunate reality that most of the community association legislation proposals come about as a result of a dysfunctional association.  We firmly believe that most associations are working hard to operate fairly and effectively.  However, it tends to be the extreme exceptions that garner the most attention; e.g. the board that doesn’t hold regular meetings, the “missing $100,000,” the lack of meeting minutes, etc. 

As we work on our strategy for 2009, we welcome your ideas and support.  Legislative lobbying is very time consuming and expensive.  Our strength comes from our active members.  We urge you to work with your fellow association members to help us make your voices heard at the Capitol.
